I just started a new game last night, constant water breathing is not on. Or do I need to cast the spell and it'll stay on forever? I also don't have swift swim either.
Everything should be constant effects and should all be there. I just tested the mod now and it's working correctly. Do you have any other race altering mods installed? They might be conflicting with it.

This happened to me too, but I noticed it did remove the spell, which meant the mod was active and working. I used the console command EnableStatReviewMenu to change my race to dark elf, then changed it back to argonian. When I accepted (though I had to manually close the menus after), it had added the constant effects and changed my resistances. It looks like you probably have to have it installed before you choose your race, in that case.
