You could remove the dependency, you'd have a few errors saying this and this is missing; of course, the trader will lose some wares: the ashlander good and some ingredients.
If you're fine losing the goods, you can do this: - remove dependency with wrye mash. - load in the CS, ignore errors, save - clean (tes3cmd/testool) - re-run tes3merge
Incidentally, this mod only used the Wares-base.esm that does not add item new modded assets, but increases the number of vanilla items in shops.
I'm assuming you mean an override for the distant land generation. You don't need one, just exclude the mod when you generate your distant land. It's pointless to say "Generate distant land for this mod", and then "override everything you've just created for this mod".
