I think you gave Larrius Varro the cursed variety of the Imperial Steel Helmet. He shows up as helm-less and bald on the staircase. Seems to be a bug from equipping a cursed helm that was never picked up from the ground, ie adding it to your inventory by console.
This has a funny interaction with rfuzzo's Immersive Travel, where the realtime gondola from Vivec Temple canton (maybe others too) will pull from this mod's pool of NPCs, and you'll have a costumed reveler praising the Nerevarine on your boat before starting the main quest.
I know this comment isn't helpful to you a year later, but I'm posting it so it's helpful to someone looking for an answer-- I just tested it with my setup of BCOM+Holidays+Concept Art Palace (which has the same candles as Illuminated) and it worked fine. The NPCs are hovering a solid foot over the stairs, but I don't know if that bothers me much. I might set the date to a day that has Holidays decorating the temple, just to be sure, but I can't imagine anything crazy would happen.

However, I noticed an fps drop on my pc, and it's not a weak pc. I also thought it would be more immersive if the npcs followed you with their eyes as you walked.
Will it be possible to implement it? as well as a version without fireworks. That would be great.
Dude, I had this exact idea for a mod when I saw some fireworks in a resource pack! I'm so glad somebody did this. Kudos! I will definitely be adding this to my modpack
This worked flawlessly with Dramatic Vivec ~and~ I installed it after I defeated Dagoth UR. I waited until night to go to the palace so the fireworks would look their best. The steps to the palace were filled with cheering people & the fireworks were gorgeous! Once I talked to Vivec and left the palace everyone was gone & the event was over as expected. The only minor thing was the door to the palace was locked (I had previously used a lockpick on it) BUT since you are given the key during the quest this wasn't an issue - not that having to pick the lock a second time would have been an issue for my character.
This will definitely be a permanent part of my modlist since Bethesda doesn't really seem to grasp what a let down it is to defeat the boss & then....nothing else changes or happens except a few greetings here & there. This makes the end of the main quest feel like you actually accomplished something.
Basically when you approach Vivec Palace after defeating Dagoth there's a large crowd of people clapping, celebrating and congratulating you on your way up the stairs.

How well would this work with Holidays across Tamriel / Illuminated Palace of Vivec ?
