Great idea, but why not take it to the next level?How about incorporating tattoos into a system of effects that grant special things when worn on the body?
For example, a tattoo that increases a specific stat, another that increases something but removes something in return (perfect to give the character identity when joining a faction).
Of course, a tattoo limiter is needed (but optional, for those of us playing with faction restrictions); this way you avoid being too OP

It doesn't add tattoos itself.
Unrelated but I have to ask, the dwemer arm in the third image, is that another mod that can be downloaded somewhere? O:
