Right off the bat, I can tell you the "Better robes TR" specific version requires this file, the other mods that required it I deleted the esp's out of my data files. I like to keep my load order completely checked off, so when I had mods that required this ESM, I ended up just deleting the mods so I wouldn't end up having unchecked mods. Makes going into the construction set and making personal things alot easier, because I just enable all, instead of trying to figure out which was actually active or not.
I can tell you there are plenty of them though. Usually it would be a mod that would have some effect on leveled lists, spawns, or general world changes, like Morrowind Comes Alive TR patch probably. Alot of these mods were never updated to reflect the changes in the TR master files.
What do you mean "Doesn't work"? Are you missing other masters? Because all this is, is a blank .esm that the mods needing the esm to be in your load order can find.
Make sure you have the actual TR files, the OAAB files, etc. This doesn't replace TR, and does not add any of the textures, meshes, or anything else, just adds an ESM with the name that was changed by the TR team. Also, make sure your load order is in the right order, I'd assume you need to have this esm loaded before the mods listed above. I'm not sure if morrowind is constructed in a way like fo4 load order wise, but that'd be my only other suggestion.
You can actually change dependencies with Wrye Mash. I use Mod Organizer 2, so I'm going to explain how to do it with that in mind, but it's pretty easy. Basically, you need to copy the esp/esm files involved into your "Data Files" folder (Wrye Mash NEEDS them in the "Data Files" folder or else it gives you an error; also, you don't need the whole mod, just the esp/esm). Run Wrye Mash through MO2 and select the mod with the problem. On the right side you'll have a column that says "Masters" and one of the dependencies will be unchecked and red. You need to right-click on that one and select "Change to" and then find the new esm. Save it, then you can just delete the files you put in the "Data Files" folder, you don't need them anymore. Again, this is for Mod Organizer 2. This has worked fine for me so far.
I'm not sure if its laziness, retardation, a mix or whatever- but I've never had much luck with wyrebash/mash/slash/crash and smash. I've tried using it to create patches for leveled lists, batches, etc; and never had any luck- so I end up never using it for anything. Thanks for the info though!
I've had some luck with it... Some. Levelled lists elude me still, but I'm getting better at using it. Updating masters with it is super easy though, select the mod, uncheck a master, click save.
Hey, so I noticed you have TR_Mainland as a dependency for this to work, but what about people who do not desire to have Tamriel Rebuilt actually installed in their game, and just want this for the dependency?
I'm unsure of what mod would require TR_Data.esm, but not other TR files? I apologize, however, as this was an oversight; I was/am unaware of any mods that fit that description. I'll add another file if I can get around to it. Currently dealing with medical issues.

That's what this mod does, is just supply the TR_Data.esm that some mods ask for as a dependency. Load it at the bottom of your .esm's and should be fine. Its an empty mod file
You're totally welcome! I had a few mods that I really wanted to use, and because of this esm issue, I was just SOL. Hopefully others find some use for it, too! Simple, but effective is my wheelhouse with mods I make, haha
