    Seems the merchant has a deleting inventory? If I leave the guild and come back, he's naked with no scrolls for sale.

      No, have not seen this issue.
      Should be some glitch in Morrowind (OpenMorrowind?)

    ok but how do you use the scrolls after you buy them?

      Hello fortinlol,

      Enchant them with filled soul gem.
      It would give you powerful disposable magic items same as scrolls in the game.
