I found the place shown in the pictures, but everyone was hostile and I had put them down. To get there just leave town and head south-eastish.
LE. I got them campsites mixed up. The Siddah Ca's camp is reachable by going up the high walls and then traversing a bridge. No one is hostile there and many resident hand out quests.
