Lightweight plugin that adds leveled bandits on mainland Morrowind

Lore friendly plugin that adds leveled bandits to Tamriel Rebuilt.
Features:
- 10 types of bandits, each with 4 level tiers
- 151 spawn locations with 60% chance to spawn
- All regions covered
- Logical spawns - mostly roads
- Levelled loot but they will never have glass/ebony/orcish/daedric items
- Every type of armor and weapon is represented
- Maximum bandit level of 26 - no angry Divayth Fyr infestation on higher levels
- No spawns on Vvardenfell - compatible with every bandit mod
