Here's my personal settings that make the default Morrowind a lot better to use with controller. These 3 mods will make navigating menus a lot easier. If you want to use ps4 controller you can download DS4Windows to mimic a Xbox controller.

Quick loot

(You can use up and down on the D-pad to scroll through loot and left on D-pad to open up the default loot screen.)
Right click menu exit
(Use B button to quickly exit menus)

Inventory mouse wheel
(use up and down on D-pad to move items from one chest to another while hovering over it with the cursor.)
