The main point of the Character Balance Patch is to takes those abilities, powers, and racial spells and change the values so that they are “theoretically” balanced. To do this the spell cost for each race’s abilities, powers, and racial spells are added up and then they are modified so that the spell costs for all races are the same.

The race in Elder Scroll III: Morrowind are extremely balance when it comes to skill points and attribute points. However, this balance instantly breaks down as soon as you look at the abilities, powers, and racial spells. The main point of the Character Balance Patch is to takes those abilities, powers, and racial spells and change the values so that they are "theoretically" balanced. To do this the spell cost for each race’s abilities, powers, and racial spells are added up and then they are modified so that the spell costs for all races are the same.This mod does make a few other changes with the intent of balance. All beat races are given the Betmer ability to try and balance their lack of clothing options. Birthsigns have been modified in the same manner as the races. Several new starting spells have been added while others have been removed. All class favored attribute combinations are now possible by default. And the weights of each race have also been adjusted.
Note: Not all spell effects have base costs that are easy to work with. As a result, some of the numbers my look a bit awkward.
