A good idea. What would make it even more interesting is if some factions didn't deal with the imperial bounty system at all, so crimes against them only went through their systems. Could even create some teleporting high level mages employed as guards by the Telvanni in place of the bounty system for them, given the description of how they work in the game.
OpenMW-LUA will not be a simple port of MWSE-LUA, by the way. The developer consensus, as established on the OpenMW forums, is that with source code access, there are going to be better ways to do most things than the strapped-onto-the-side approach that MWSE is forced to take. OpenMW-LUA is its own thing, and will require refactoring scripts for compatibility. A version of OpenMW-LUA already exists in the development builds, so if you wanted to fiddle around with it and see what can be managed, you can already do that. I'm pretty sure it's not feature-complete quite yet, or at least it wasn't last I checked (about a month ago as of this posting), but it might be enough for your purposes, or it might need a bit more time.
