Great mod, both the staff and the blade look very cool with it, especially when using the smoothed version. One small thing, though not a big deal - in the inventory menu, when holding the staff it doesn't show anything holding, the hands appear empty though in the holding weapon position. Didn't test it with the blade, I have yet to get it in the game. Vanilla game if it makes a difference, not the OpenMW one. But that's the only small thing, no other problems otherwise, and thanks for the awesome looking mod.
I was wondering if you could point me in the direction for some resources on how to make these? I'm sure I'll have to understand nifskope eventually either way, but for instance is the blade effect essentially a texture? I wanted to try something like this, or with spell effects, and have no idea where to start really.
The blade effect in particular is just a particle effect on the blade, which can be tweaked with NIFSkope. As for tutorials, I'd highly recommend looking at the Morrowind Modding Community if you haven't already, as there are quite a few accessible there that are really helpful, especially if you're learning!

If I just put both of these mods together in the same zip file, will that make it into "one mod", or would I have to save both in the construction set in order to make them into one esp and therefore save room in my load order?

The mod is completely pluginless, so no messing around in the CS is necessary :)
You can repackage the archives together so it behaves as one mod, I know that there are a few solid Ice Blade of the Monarch replacers floating around, so I included it as a separate archive for folks who use those :)
