Are you using a mod that pasifies/effects enemy attacks?
I have had it tested by 2 other players and both say the bandits attack as expected.
So at this stage all I can say is you probaqly have some sort of clash with another mod... but don't know which or why both my bandits are new npc's so should be uneffected.
Just to let you know, there is a small problem with dialogue under "Greeting 1" the
"Ah, %PCname, thank you for coming. It seems your talents are once more required. Those meddling Historians have been at it again. Our meditations reveal several recent, large ripples in the warp and weft of history. The Senior Historian trusts you. Perhaps you can find out what they are up to."
is not assigned to anyone in the CS, causing all NPCs to use it; simple reassignment fixed it (I'm assuming it should be assigned to the old lady or is it a leftover from a planned change?)

Also the Bandits did nothing ---
even though it said they were in combat ???
Killed them but got a bounty
While testing everytime I got anywhere near them they instantly attacked.

But it is not just your mod that is affected ---
A Thief's dialogue popped up
Realized it was a Khaajit ---
Said he was in combat/busy
but was doing nothing

Aggg... The CS has done it again... I add a dialogue line and it marks the next one as well.
That line is not from this mod but another mod.
I'll see if I can remove that line though.
