Really like the idea of this. but a little too OP for me personally. I'm gonna put up an .esp replacer with some stat differences per your permissions :)
Thats a good idea, you should let him because then two mods will exist on the nexus referencing this idea. Its true though, Morrowind has such a limited power ceiling and its easy to blow that out of proportion with just something unbalanced.
