Bound Leggings for Beasts - version 1.1

Version 1.1
- Updated SpellEffectId to avoid conflict with other mods
DESCRIPTION
My first significant mod that's more than just a bugfix! :)
Adds the new Spell Effect "Bound Leggings" and new spell "Bound
Leggings for 60s on Self" to the game. The spell is sold by all spell
vendors who already sell the "Bound Boots" spell. Usable by beast
races.
