I will install and use this once they aren't light armor. Cloaks and hoods should be clothing. There is still a lot of work to do on this mod. Maker said he would update it with fixes back in 2022 but did not do that. Oh well.
I took it upon myself to attempt just this, along with adding capes without the hood. Unfortunately its not possible, Mrs. Danae is correct. Its an engine issue there's really nothing that can be done for it except onion, which for me still wouldn't help as I'm on OMW, but would work as you describe.
I've used this mod for years, and I've always wondered why no one has made a cloak mod without the hoods. Well, I tried oh so very hard, everything my pea brain could think of to get just one functioning cloak, couldn't do it. The way that equipment is handled in gamebyro, I just don't think it would be possible without extensive work. I tried to put a hair mesh on the cloak after removing the hood, I tried every different armor/clothing slot in the CS, I give up. Hope you coming back means you could take on this challenge, I'm an amateur when it comes to this stuff.
are the polys that high on the hoods, hell I didn't think they were that bad lol, I think Ruffin was working on depolying them but we did alot of work when transferring the hoods to OAAB
This is due to how the engine works: the cloaks/hoods have low AR, npcs do a quick math and often find that with their unarmored skill, they are better off not wearing the cloak/hood.
Solutions include: - scripting every npc to forceequip the items (not a good idea :D) - increasing the AR of the cloaks and hoods. Not realistic, but would work.
I would probably hold it off using this mods since it does clutter the shops a bit around and since the items are acting as light instead of unarmoured .
Edit:Ok finally fixed the clutter install ultimate wares with all the patches including all the other mods that would be part of your modlists and waresafier the esp and there's already a esp in the download here
DO NOT DOWNLOAD! This mod absolutely destroys the economy filling so many unnecessary shops with tons of cloaks and hoods. It also fills the sacks in the game with cloaks for absolutely no reason. These cloaks should only be purchasable from one shop especially considering NPCs cant even wear them. I really hope you will finally post the update, please fix the shops and sack issue and consider making the cloaks unarmored with hoods down as an option, would be great.

An Onion addon might be, that would be MSWE only.
