You are on to something here. However, having only 2 skills governed by willpower is a poor balance. Willpower is almost as important as intelligence. I have a personal mod that changes all the armor types to endurance and moves spear to strength. It just makes more sense. to me, anyway.
I think you have a miscount friend. Willpower has Destruction, Restoration, and Mysticism. I took this into account as well because the player will be heavily using destruction for killing purposes and I always feel it levels faster anyway.
