Also have this problem. I checked this mod with gimp and it does not work in my program at least - while it reads other texture files without problems. Also it seems a little too big? 10 mb for a single texture? Sad really as it looks awesome.
EDIT: but it's easy to copy this image and replace the other morrowind_menu texture. The problem is You will see elements (like load, new, exit) doubled, so one has to blur it or something like this. It works for me.
I'm sure you've already finished with the game but I made another version by downscaling the size (to 2 MB which is still huge imo) and changing the resolution. It worked after that so maybe the game couldn't handle the size? Weird either way
I really liked this and wanted it to work. It was showing up as a white screen for me because it was maybe too big ( i tried some size downscaling, the one in the mod is HUGE! Even the downscaling made it 3MB from its original 10 MB!). It's not the crispest image i've ever used, but it matches inom's Splash Screen Replacers using Alexey Rudikov's art pretty well so i'm happy!

You can download the image above or the original mod (and convert that to a png then downscale it a bit so it's not such a big image, 10 MB!!!) and convert to a dds. Make sure the file is named menu_morrowind.dds Just drop that dds into your data files/textures folder and you'll be good to go!
Honestly you can do this with any image and make your own background for the main menu.
yes, but it's mostly because of authors decision to not try translating it into english, i'm sure a lot more people would get interested in it, good mods always can hold their own

You can open this file using Paint.net if for some reason you need to edit it.
This is confirmed that in vanilla there is white screen, I don't know why (i don't use vanilla engine anymore so i am not interested in fixing this)
