Wear a Mask 1.1

The ash storms are particularly bad this year! Some citizens have taken to wearing protective coverings during ashstorms to keep themselves safe.
Some npcs, driven mad by Dagoth Ur's whisperings, choose not to wear a mask.
A quick little mod that makes twelve NPCs in Ald-Ruhn, Molag Mar and Maar Gan wear goggles, scarfs, hats and other appropriate coverings during ashstorms.
Dreamers and other NPCs with scripts in those cities untouched.
