Just started a fresh game & test with only your mod installed. One unowned vanilla crate, lodged in the fence outside the Halfway Tavern, needs to be removed. Other than that crate it's working well.
I stripped out all mods leaving only this: [Game Files] GameFile0=Morrowind.esm GameFile1=Tribunal.esm GameFile2=Bloodmoon.esm GameFile3=Pelagiad - Izi Cities v1.0.0.esp You're correct, no problems.
However as soon as I add Patch for Purists: [Game Files] GameFile0=Morrowind.esm GameFile1=Tribunal.esm GameFile2=Bloodmoon.esm GameFile3=Patch for Purists v4.0.2.esm GameFile4=Pelagiad - Izi Cities v1.0.0.esp I get the same issues as my screenshot.
The problem is that the Patch for Purist includes a mod that also changes Pelagiad. I found a few more crooked places that appear when connected with my mod. The only way to fix this is to delete the changes made by Patch for Purist to the Pelagiad cell using TESAME (see screenshot). https://ibb.co/yPrDHV9 - just delete the two black lines and save. I downloaded my corrected version of Patch for Purist.esm v.4.02.
If it's not too much trouble would you be kind enough to provide a patch rather than a replacer? A patch is preferable as that patch could be applied against future versions of Patch for Purists.
It saves you time from releasing another replacer in future It is easier for users who may not be comfortable with editing the .esm using TESAME And in theory the patch should fix those cell changes in future version of Patch for Purists
Unfortunately, I don’t know how to do it as a patch. In case of updating the Patch for Purists, I have attached a screenshot to the archive with instructions on how to fix the esm yourself using TESAME (TES Advanced Mod Editor).
Works great and I like how you've added ownership to containers, (Pelagiad default was a looter free-for-all). Moving the Orc vendor/ smith, forgot the name, outside is a also a good move. Thanks for this rework of Pelagiad.

Only one thing holds me back from using more of your releases is the addition of player homes.
