    Needs a TR patch:
You can actually save Tarhiel by casting a slowfall or similar preventive magic during his fall. In this scenario, the wizard returns to his laboratory in the Ebon Tower, Julianos' Tower in Old Ebonheart. If you meet him there, he will ask you to keep this story in secret and will give you an amulet of fortify acrobatics (130 points for 1 second). His apprentices will have special comments about Tarhiel's return. And if you tell the burgrave that you have saved their court wizard, he will reward you with 250 septims. You have the option to inform the burgrave about Tarhiel's return without disclosing his secret as well. Aside from your first encounter in Julianos' Tower, Tarhiel will refuse to speak with you or provide services in any scenario.

If TR does that, then TR makes this mod obsolete

Every npc only says, "I don't want to talk about it"

nice mod. But is there an easier way to save Tarhiel? I mean my reflexes aren't the best. and I only have one slowfall scroll meant for targets [RNGesus blessed my lvl 1 character]. and that thing travels very slowly.

There is a scroll in the census office you can just pick up. It is a wide-area slow fall on target, a simple trick is walk toward Tarhiel and when you see his journal cast the spell on it

Morrowind had a complaint for me when I tried to start up the game with this mod enabled.

"Object "LPFR_TSAFW" not found for dialogue type Greeting
    Info "EMPTY"

It happens when it's the only mod enabled, so I'm not sure what's going on.

I'm getting the same error. In addition, if you try to ignore the error and start a new character, talking to Sellus Gravius will just have him tell you "I don't want to talk about it." and never give you your orders or let you out of the census office.

      [edit:]
Poking around in the construction kit, it looks like the original mod had a dummy NPC with the ID 'LPFR_TSAFW' and the name 'Bob the Testing Buddy'. Not sure why the lack of it is causing this mod to freak out, but adding in a new NPC with the same ID/name seems to get rid of the error message on load. However, Sellus Gravius still refuses to speak to you while this mod is active, so there's obviously still something wrong.

      [edit 2:]
Comparing the original files and the changes this mod makes, it seems that the dialogue for every NPC has gained "I don't want to talk about it." as Greeting 0. (and has had Greeting 0 added to them if they didn't have it before) I'm not sure how to properly fix this issue since I know next to nothing about modding Morrowind's dialogue system, but this looks like it might be the culprit.

      [edit 3:]
Okay, I think I've found the problem. The original mod attached the "I don't want to talk about it." to the blank LPFR_TSAFW NPC as Greeting 0. This mod removes the dummy NPC, but leaves in the dialogue. Without having an ID set in Speaker Conditions, it seems to default to giving the dialogue to everyone. Adding the dummy NPC back in and re-attaching the greeting to it solves both the error on load, and allows you to talk to people normally and proceed past the census office.

      [edit 4:]
And now a new set of problems emerge. I'm able to save Tarhiel and get the dialogue/quest options, but I'm unable to pick up his journal. (I can read it on the ground, but hitting 'take' does nothing) Tested other books just to make sure it's an issue with Tarhiel's journal specifically, and they all seem to behave normally while this mod is active, it's just the journal that's acting up. (and disabling this mod makes the journal behave normally again)

In addition, giving Tarhiel a slowfall scroll to try and advance his quest causes this error message to pop up:
      Script Error: EXPRESSION in LPFR_TSAFW_DayCount_Script
      Right eval
On the bright side, giving him an iron longsword in exchange for an iron sparksword seems to work as intended. His script for walking to Seyda Neen also seems to run without issue.

Update: I've been having trouble locating and fixing whatever's causing this mod to not work right, so I took the original mod by Lady Phoenix Fire Rose and overhauled it to be more in line with this mod's changes. (as well as making some additional quality of life tweaks to the Icarian Flight spell so that you can do shorter, more controlled long-range jumps)

I still need to make the dialogue changes, but in testing everything else seems to be working fine so far. With zdswulyx2's permission, I'd like to upload it once I'm done.

      [edit:]
Dialogue changes done and the modfix is just about finished. Only thing I'm not satisfied with is that when I return the journal to him I can't add it to his inventory.

Well, actually I can, but for some reason it causes him to scream and cower momentarily as though he were reliving his fall. Since I can't figure out why adding the book to his inventory causes him to do that, I figured it'd be less immersion-breaking to simply let the journal disappear after you give it to him.

No need for permissions, you can alter the mod as you like as Lady Phoenix Fire Rose allowed since the beginning. I cannot replicate such problems, so I am not sure how to fix them.

About giving the journal to him, I am afraid you need to make a copy with no script and add that one.

Awesome mod, tested in OpenMW, works as intended. These small mods, like the one saving Fargoth, Tarhiel, etc, should be considered a part of vanilla game, imao.
Just a quick question though: does it make sense, that his journal remains laying there on the ground, once he walks away to the town of Seyda Neen?
Would it be possible to make him pick it up (unless the player does it before)?

It would be possible for sure, but I like to think that Tarhiel was a bit under shock and so he did not notice his journal...

I've found a mod that makes the journal fall with him. Tarhiel Journal Fix
Seems to be compatible with both your mod and Tamriel Rebuilt.

I can't get this to work, I find the slowfall scroll in the customs house and use it on him, he lives, but he still gives his forced closed 'I don't want to talk about it' dialogue.

It's probably a conflict with another mod, did you try checking it with the plugin conflict checker tool? TESPCD Plugin Conflict Detector
It does marvels with mods that could conflict with each other. I can't imagine playing without it. Sometimes you think a mod could override another one, check them both just to find out, they don't interact at all.
For instance, I've got hundreds of mods installed, checked this mod with all of them, doesn't seem to conflict with anything installed.
