this balanced the drain/damage health effects. previously there is no reason to use the damage health spell because drain health with lower cost does the same job. now only long duration drain health helps in a fight.
Really neat idea! Counters one of the worst thought-out mechanics in the game. I notice that magic damage (ex., elemental destruction spells) can't kill actors anymore--is that intended?
Insta-dying from Fortify Health running out was always annoying. This sounds like a nice mod for that! Thanks for sharing. I don't use state-based health because I don't like health fluctuating so much from Strength/Endurance effects.

Your mod is useful if using something like Talrivian's State-Based HP or
using nothing at all.
