Such dragon symbol was used on the Imperial Navy ship in Old Ebonheart, but I cannot find the flags/banners in-game/wiki/CS. Although these specific banners are in TR bsa.
textures/tr/c/tr_banner_oe_gate.dds is the only TR banner that seems to be missing. It can be found in Old Ebonheart, below the statue that is atop the second inner gate, when entering the city from the main land.
