No, but in this mod the chance of catching blight disease is only checked on cell change. Ashfall has its own mechanic for catching blight when out in a blight storm (as does The Blight), so you don't need to use this mod with it.
No, that's one of the differences from Half11's mod. In vanilla Morrowind it's not possible to experience blight storms after Dagoth Ur has been defeated anyway, so I decided it wasn't necessary to check for it. But if you're using a mod that allows for blight storms after the MQ, it would still be possible to catch blight diseases from them.

I'm not sure. The mod does its thing whenever the player changes cells. I'm not sure if there's a way to tell when some other actor changes cells. It should be possible to get a list of all actors in the current cell each time the player enters it, in which case NPCs and creatures would have multiple chances of catching blight each time the player enters their cell, even if they themselves don't move. And it might not cover companions/followers, who are probably behind the player and not in the cell yet.

Does this by any chance take tents like those used in Ashfall into account for hiding from the Blight Storms?
