Time Scale Menu A TES3:Morrowind MWSE mod by Stripes

Summery: Adds a Mod Configuration Menu with a slider to adjust the ratio of game time to real time.
Ramblings: I basically made this as a template to make MCMs to easily adjust global variables in my old fashioned MWscript esp mods. Sharing because I think other modders could use this as a resource to make their own MCMs for any global variables by making a few simple edits without knowing MWSE-Lua.
Compatibility: The mod itself won't cause any conflicts, however altering timescale may affect anything that changes or relies on changes to timescale.
Credits and Usage: No permissions required from me (I copy/pasted 99.9% of the code ;-P) use however you want. But if you want you can credit me for putting together a simple example to work off of.
