I do not know if it is Morrowind, Open MW or some mod that is the cause, but I have run into a bug that caused some looted skooma to disappear. It is totally invisible in my inventory, but it is there, undroppable and unsellable. This mean that I am now unable to use normal merchants. But this mod is apparently made to remove skooma through dialogue. I am going to test this, if it works, I'll return and edit this comment.
Apparently reloading the game fixed the bug but yes, this mod work as well.
Is the opportunity to sell drugs present after he is revealed to be the Spymaster of the Blades and you join them, or only before you deliver the package? Because the way I understand it, he's not a real addict, it's just a cover story for a spy. (So it wouldn't make sense that he buys drugs from you even after you join the Blades.)
Good point, but Caius could also just buy drugs as house decorations to reinforce his cover, or he's able to use in moderation to make himself even more convincing. He surely must have snorted a line here and there while gathering intel from seedy clubs.
At the same time, a PC realizing that the Spymaster of the Blades on Vvardenfell is an outright drug addict--and is Caius hiding his expenditure of Imperial funds under "general" or "props" on the expense account he sends back to the capital--that wouldn't have anything to do with his being suddenly recalled, either, hmm?--might conclude that the guy needs all the help he can get. And press on with the MQ. An early-game PC might also look kindly on this mod, since it does add an immersive, additional, potential income stream! TY to the author for getting additional use out of a vanilla NPC..
It would make a plausible cover story, but the fact that he says a line to the effect of "it may be about the sugar" when he tells the player that he's been recalled to the Imperial City seems to indicate that it's something deeper which is not viewed positively by his superiors.
You can sell to him any time after you have the appropriate dialogue options. This was just a mod someone suggested be made, so I made it. It's not that deep in the lore.
