This sounds like it would pair really well with Weather Chances Adjuster. I made it so Blight storms could occur anywhere on Vvardenfell with a 5-10% chance depending on location, and made them 5-10% more likely in the places they already occurred. I try to run for shelter and wait out ash and Blight storms, this should give that run for cover a little more kick.
I love your mod and use it for my survival TES3MP server and works great! Could I request instructions & permission to edit the mod to add a more variety of creatures and maximize spawn rate?
I had a few ideas to possibly improve the mod (not that it's not great already),
1) Make them tend to appear in groups ("They follow the blight storms, walk in the storms,.. ")
2) Make them come back to life after being defeated in battle (can be percentage-based or not). We know the Blight gives enhanced strength and endurance
3) Integration with "Corpus natives" mod by Rotouns (makes corpus beasts have Dunmer racial phenotype, instead of Imperial/Breton/Nordiclike in vanilla)

A suggestion: change the timer by a "game timer" (example: spawning chance every 0.5 game time hour)

Keep in mind that the number of monsters in the video is not a good representation of how the mod actually plays; it's exaggerated for comic effect.
