This is a simple tweak that prevents the spawning of cliff racers whatsoever. Version 1.1 should fix, changed spawn chance to 99 from 100 (chance is to NOT spawn creature). SOME STILL SPAWN, COMPLETE REMOVE DIDN'T WORK.
