I normally use this leveled magicka mod. this one looks like has a better code, other one gives the fortify maximum magicka effect in weird binary system so this is easier to read how much bonus you have. But, I've realized this one also counts the first level for applying the bonus, so you start with 10% increased magicka.
I also found the 10% a bit fast for my taste. If there was a 5% alternate, it would be perfect for me. Right now, my character barely increased his intelligence yet I feel like I'm getting rewarded far too much with 50% boost. EDIT: me dumb, realized 5% version also exists.
I wasn't looking for it but I came here looking to flesh out a mostly-bare Morrowind install with some popular mods, and I saw this and couldn't pass it up.

Yes, the increases are retroactive.
