    two questions, how do you modify the enchant value across the board, or did you have to modify each individual armor and weapon?

      So, quite late, but omwaddons are created by using the OpenMW-CS, rather than the vanilla CS.  They're compatible formats, and you can change the file extension to .esp to make it run in the vanilla engine, but any scripts will first need to be compiled in the vanilla CS before the vanilla engine will have any idea what to do with them.  This mod doesn't contain any scripts, though, so if you wanted to change the name and use it in vanilla you should be fine, as long as the vanilla engine actually uses all the GMST (stands for game setting) values properly in its calculations (which is, I'm afraid, not a given, and I don't happen to know the answer to the question myself).

      As for modifying the enchant value across the board, it appears to have been done by altering the GMST  fEnchantmentMult.  It's been changed from 0.1 to 0.4.  I believe this is what the engine multiplies the enchantment value displayed in the CS by to get the enchantment value used in game, since the known usual case is that the CS displays an extra decimal place for increased precision.
