What i have done is set each of the requirements for each rank " skills , rep , and attributes from lets say "35" to zero.
As a added bonus i have set other factions reactions towards one another from 1 to 129. no more having to do the quest if you don't want to,
Just keep asking for promotion until your rank is maxed or you can do the quest as the game intended. here is a Screenshot
Next update i will include " Tribunal " DLC Factions, And i will include Bloodmoon DLC factions.
