Declaration of Independence
Inhabitants of Vvardenfell! Commoners and nobles! Velothi and outlanders! By the Grace of ALMSIVI, Lords and Rulers of All, the following decree by the honorable Serjo Drodendos Nithdu, the leader of our revolution and the commander of the New Dunmer Army has been hereby enacted:
His majesty, Uriel Septim VII, seeing that the people of Vvardenfell are not satisfied with their role in the Empire, which was demonstrated in the recent revolution against him, and considering the demand by the Elder Council that the Legions should be redistributed among the other provinces of Tamriel, has agreed to revoke The Armistice, and to work together with the revolutionary government of Vvardenfell to redefine the island's role in the Empire.
Vvardenfell has been revoked from Duke Vedam Dren, and his liege, King Hlaalu Helseth. It is now under the nominal direct rule of the Emperor, whose interest will be represented by Governor General Vedam Dren.
His majesty, Uriel Septim VII agrees to give full control to the people of Vvardenfell to determine their laws and customs and that Governor General Vedam Dren's role is merely to be a diplomat who may advise, but not modify the will of the government of Vvardenfell: Real executive power lies in the hands of Serjo Drodendos Nithdu, and the Grand Council, into which all Great Houses, as well as all tolerated denominations may delegate representatives.
The surviving legions are recalled to the Empire, and their role is taken over by the New Dunmer Army, into which all Great Houses may contribute with troops. Those few legionnaires who wish, may request to serve in the New Dunmer Army.
The Mages' Guild is incorporated into Great House Telvanni, every Mages' Guild employee is presented with the opportunity to join House Telvanni. As a consequence of this, the previous monopoly held by the Mages' Guild ceases to exist, and magical services may be offered by any citizen of the Vvardenfell Free State.
The Fighters' Guild may operate freely in the Vvardenfell Free State, as their leaders expressed their intention to help the government fight against the Imperial organized crime faction named Thieves' Guild.
The East Empire Company is allowed to operate in the Vvardenfell Free State, however their previous monopoly on certain items is revoked. Every citizen of the Vvardenfell Free State now has the chance to trade with ore and Dwarven artifacts according to the rules of the free market.
The Emperor agrees that he has no right to collect any taxes from the citizens of the Vvardenfell Free State, besides customs, in case they enter the territory of the Empire with certain items. The role of the Census and Excise Office of Seyda Neen is confined to being border guards and customs officers between the Vvardenfell Free State and the Empire.
Slavery remains legal, and since recent investigations have revealed that the Argonian Mission and the Skyrim Mission of Ebonheart have been involved in the criminal organization of Twin Lamps, their diplomats have been expelled from the Vvardenfell Free State.
The official religion of the Vvardenfell Free State is the Tribunal Temple, however as a gesture towards his majesty, Uriel Septim VII, the government of the Vvardenfell Free State tolerates the presence of the Imperial Cult.
The government of the Vvardenfell Free State promises that no harm will come to the outlanders who already live in the state's territory, as long as they observe the law.

It has been several years since our glorious nation gained its independence from the Empire, however our former oppressors seemingly cannot tolerate that we want to determine our own fortune, as free people. It has been reported that several citizens refuse to acknowledge that the Vvardenfell Free State has gained its independence, and during conversations they pretend we are still a mere province of the Empire. Report all encounters with people like that so that the authorities could take care of the situation.
But be careful! We have a good reason to believe that these people are incited by the Imperial intelligence service, the "Blades" who still have sleeper agents all around our beautiful island.

What the hell are you talking about? (Dry facts about this mod.)
This mod makes Vvardenfell independent from the Empire. In order to be somehow lore-friendly, Vvardenfell is still under the nominal rule of the Emperor, and it functions as a dominion, an autonomous country which is only connected to the Empire by the common monarch, who is represented by a Governor General (Vedam Dren.) However, the country is independent economically, can make its own laws, have its own army so this formality has no effect on the life of the average citizen.
The mod overhauls hundreds of NPCs and even more dialogue, so probably it would not be compatible with several mods.
Only Vvardenfell is covered, because TR is not finished yet.
What quests are affected?
The Imperial Legion is replaced by the "New Dunmer Army" which can't be joined at the moment.
The Mages' Guild is incorporated into House Telvanni, and (at the moment) their quests are unavailable.
"Rabinna's Inner Beauty" and "The Runaway Slave," as well as the first two almoner Imperial Cult quests are also removed, because the new government expelled the diplomats of the Argonian Mission and the Skyrim Mission.
Since dealing with Dwemer Artifacts and Ore is legal now, the Thieves' Guild quests, "Ra'Zhid's Dwemer Artifacts" and "Free New-Shoes Bragor" cannot be completed.
As there is no Mages' Guild monopoly anymore, the Telvanni quest about revoking that has been removed.
Every other quest works as usual!
The Fighters' Guild could stay, because they are in the pocket of Orvas Dren.
The Imperial Cult could stay, as they are just a religious denomination.
The Thieves' Guild is a secret organization, no one knows its members.
Same goes for the Blades, so the Main Quest can be completed, however some quests have been altered to fit the new political situation.
The Mainland and Solstheim are not affected at all, they are still part of the Empire. (When TR gets released, we may return to that.) You can work for the Vvardenfell branch of the EEC as well, they are allowed to operate, but their monopolies have been revoked, and they must survive in a free market.
No problem with the Chargen either: The Census and Excise Office serves as border guards and custom officers, so technically speaking when you are in that office at Seyda Neen, you are still in the Empire, when you leave, you are in the Vvardenfell Free State. But they have no right to collect taxes anymore.
Since there have been a lot of dialogue to go through, I'm certain that I have left out some in which people act like Vvardenfell is still part of the Empire. Please do report these.
