There's one minor issue I've noticed with this mod - actually I think it's an issue in vanilla as well and this mod just makes it more obvious. When you're levitating underwater, you're still levitating (you're swimming as well, and the third person animation is the swimming anim), and the levitate magnitude, and now willpower, affects your speed. This means if your willpower and speed are very different, you can greatly increase (or decrease) your swimming speed by casting levitate.
This can be addressed by adding if e.mobile.isSwimming then return end to the top of the function. Speed would still be affected by levitating underwater but it shouldn't be as obvious as before.
Howdy Necro. Love your mods. NecroWind (it needs to catch on) is great. I'm not sure what you described is a problem. If I'm proud Telvanni Wizard trying to cross a lake shouldn't I have the option of propelling myself with magic/willpower or with my arms/legs like one of the slave races? If I choose the later I could always Swift Swim/Fortify Speed to make that go faster.
I like the idea behind this mod but there is just one serious problem. Some creatures like netches or cliff racers are also technically levitating. With this mod they're very slow and easy to outrun. If you don't believe me find one and fool around with "set willpower x" / "set speed x" in console.
