Despite my post below, I never actually got this to work in game. I thought I had a mod conflict, but upon closer inspection the reason turned out to be that there are tons of bugs in "Seasonal Weather of Morrowind.esp". There is not even anything that would trigger the script to start, so no wonder it didn't work. But maybe that was for the best, since it would run every frame after the first time you rested in winter (it would not work for the other seasons), which probably would have had a severe impact on the frame rate. I'm honestly surprised that these bugs have not been reported, given the popularity of this mod. Testing your mods before uploading them would perhaps be a good idea?
Luckily, I like the idea of this mod, so I patched it up. It is available here: https://www.dropbox.com/s/36q9z0ezbrb6qjy/Seasonal%20Weather%20of%20Morrowind.ESP. I have made the following fixes:
Added SeasonalWeather to the list of start scripts, so it will always run.
The weather changes are now only applied while sleeping, as intended.
Fixed the season check so it will trigger every season, not just winter.
Some Mainland regions took nine or eleven integer arguments (it should be ten), fixed these to the hopefully intended behaviour.
Changed Blight to Snow in Ashlands.
Fixed the journal check for defeating Dagoth Ur (it still used the wrong syntax, despite what you have written in the description) and removed the changes before the defeat (these would anyway not trigger, the way the code was written). The blight is due to Dagoth Ur's manipulation, so I don't think it would make sense for snow to be able to break through it (and it is also against game lore).
Toggled weather changes between Vvardenfell+Mainland or Solstheim, so they will not both occur simultaneously (not sure if this is necessary).
Extended the Solstheim check to Fort Frostmoth, Raven Rock, and Thirsk.
Added chance of rain to all Solstheim regions and Uld Vraech in summer, since this seems more realistic. I also removed the chance of thunder in Moesring Mountains, since thunder is very rare in Arctic regions, whether mountainous or not.
Modified the chance of snow in some Mainland regions to better align with the settings for Vvardenfell, neighbouring regions, and the topography (some of them had quite illogical settings IMO).
Changed all Old Ebonheart weather settings to be the same as for Aanthirin. Old Ebonheart is geographically a part of Aanthirin Region, and the only reason for making it a distinct region is that it has different region sound (due to the bell in Ebon Tower) -- it is not meant to be a distinct weather region.
Made some minor improvements to the code, including mismatched if/elseif statements (these could cause problems).
I have not added the missing regions (this should also include Thirsk). Feel free to revert any changes you like, but I advise you to check the other versions of the .esp and apply my bug fixes where relevant.

Question about Watch the Skies compatibility: I would like to give somebody's opinion about which option of WTS should be disables from its config to ensure proper compatibility with Seasonal Weather of Vvardenfell.
Also does SWoV support weather changes in interiors?
It just modifies the regional weather probabilities (through ModRegion), so it should be compatible with anything that doesn't do that. I don't know much about lua coding, but I assume you can enable anything except seasonal weather. But ask at the Watch of Skies page if you're not sure (ask which options are conflicting with ModRegion - that's all you need to know).
Can you check the weather settings for Ashlands Region? It appears you have added a chance of blight in winter (I just checked the script, so I have not encountered this in game).
It looks like it would, yeah. Watch The Skies also has seasonal weather, though I'm unsure how it goes about it. My mod permanently changes weather chance whenever you go to sleep to "correct" the regions' weather chance to the current season, so any permanent region-based weather adjustments made by other mods will likely conflict.
EDIT: Looking into it further, you can use both if you prefer the weather chances of Seasonal Weather by disabling the weather chance changes. If you prefer Watch The Skies' weather chances, and since weather chances are the only thing this mod changes, Watch The Skies alone would be both easier to install and would be recommended.
So, I have a mod called "Magistrate Mages Guild", which, among other things, gives the Archmage the ability to control weather from a given room. Problem is that, once I choose a weather, it sticks forever, and I got bored. I installed this mod, but it didn't do anything, presumably because of the other one. Any known way to give this mod priority over the other one?
Edit: nevermind, I saw rain once again yesterday. I think it is working.
Yeah, it changes the the stats on how often different weather types appear in a region on resting (depending on the month you're currently in). So it can take awhile to confirm that it's working properly if you're in a season with not too much variation than what you're used to. Generally it's easier to go check in Red Mountain or Sheogorad where the likelihood of snow/blizzard exists in winter (at higher rates than anywhere else on Vvardenfell IIRC), as those never got those weather conditions in vanilla at all.
No, as long as Morrowind Rebirth doesn't edit the regional weather settings then nothing should change (technically - even if it does you can still play both mods, just this mod's script will override any weather changes MR will make).
If you're talking the requirements vs the necessity of Tamriel_Data, that's only for the "Seasonal Weather of Morrowind" (optional) file. Use Seasonal Weather of Vvardenfell (main) file, or Seasonal Weather of Vvardenfell and Solstheim (optional) file if you don't have Tamriel Rebuilt (Morrowind Rebirth has nothing to do with any of the three files or TR). I hope that was helpful.
Yes and no. Yes, it's optional because players have the option to play any of them they choose. No, if the players want the mod then they have to use one of them. Having 3 main files will likely cause confusion for some people, hence the "Main" file (just Vvardenfell, no DLC or Mods needed) and "Optional" (options for players with DLC or DLC and TR if they want the full experience).
