Strength does not increase hand-to-hand damage whatsoever so it's kinda weird to change the governing attribute from speed, (which is generally useful and fits the idea of hand-to-hand = monk) to strength. (which does nothing for the build that uses the skill)
Aaaah, all three of these mods which change the attributes does so with things in ways I dislike, i really wish I could mod the game myself to make it fit my taste.
Great mod- even though I liked the Morrowind skills, they seemed to be pulling from weird categories. Why was hand to hand speed? Why was security pulled from intelligence? I think a lot of these were errors or mistakes on Bethesda's end and when Oblivion came around they ironed out these mistakes.
Security is more a skill you learn through doing, and not JUST the knowledge you have on picking locks, not knowing what you are doing but learning through trial and error gets you further than studying locks through blue prints but not ever doing it yourself.
I will have to give it a try to see how it plays ... the obvious issue will be in the the balance in the specialization trees . it wasnt evenly balanced by any means but your mod pulls all agility and speed related traits from the combat spec leaving it rediculously heavy and therefore easier to lvl endurance and strength. Dont get me wrong i see the logic you used in your mod, i just dont think it was done with specializations tree balance taken into consideration. i assume the specializations themselves havent been realigned right? Its still the original combat/magic/stealth skill lineup ? Just the governing traits been changed to reflect trait it would impact in real life has been adjusted?

Anyways, I really like what you did here.
