Tried this yesterday on my New Morrowind Mods stream and it does what it says on the tin. :) I'd agree to having a balanced mix of positive and negative effects .
it IS more useful, just not to the degree that you'd like it to be lol It was a fairly simple job to do myself (took maybe 10 minutes in all), so if you really want a Cleaver with no negative enchantments it's easy enough to make your own mod that does so. The wonders of mods is how easy they are to make yourself! :D
I wish I knew how. The best I gotten into it was just going in the construction set to fix script errors on some mods. If I did knew how to make mods and had time...I would do some to add stuff to vampires. Quests for all the three vampiric factions with ranks and new vampire specific armor. Other cool stuff. Stuff like that you probably need a lot of time and talent or else we would of had them already I imagine.
I think the negative enchantments on the religious artifacts was actually intentional (see Hair Shirt of Saint Aralor). Like self-flagellation. But I agree that it makes them pretty useless from a player perspective. And it is a bummer that the Cleaver is the only one-handed axe artifact.
Ideally they should be a mix of positive and negative enchantments, like the Hair Shirt. That way the player is still encouraged to use them despite their drawbacks.

But I'll consider thinking of something to balance the Crosier as well (although just the fact that it's a low damage, low durability staff seems like punishment enough, frankly :P)
