Don't like how the mage birth sign have drain strength and endurance. I'll stick to Birthsigns are more FUN/Races are more FUN. Other signs not big fan of the changes either. Sorry. :(
Did you actually play with the mod? The description states the recent update removed the drain effects because unlike fortify effects they are not permanent and easily undone from potions or spells. The images are old I haven't had time to update them. Regardless if the mod isn't to your taste that's fine and I'm glad there's a mod you do enjoy.
I just re-installed morrowind and got like 200+ mods on it using both the morrowind graphics guide and a pastebin guide for 2019..mix and matching to preference. Well I really like your mod now after the update you did. Its alot better now and starting a new playthrough using this mod instead of that one that I usually used. Good to be back to Morrowind.
In game it equates to about three attacks, and only the first is a guaranteed hit unless you position yourself well. I spent a couple hours playing with it and was relatively happy with the result, but if people find it too strong after some testing I'll consider tweaking it.
