In vanilla Morrowind Suran sits halfway between Balmora and Molag Mar, yet only has two signs directing you toward it -- both on the road from Pelagiad to Suran. "Sign for Suran" adds a sign on the road between Balmora and Molag Mar where a path forks to Suran (cell 8, -6).
Scouts in Suran and Molag Mar now provide directions to ensure the player is given adequate guidance from one place to the other. I've done my best to mimic Morrowind's flawless navigation skills... beware of NPCs that dislike you.
