Interesting approach, but I always felt that the reason why some birthsigns are vastly more useful is their long-term appeal. Signs like The Apprentice and The Atronach are noticable no matter how far you get into game, while signs that offer flat attribute bonuses or powers are easily replacable and only really useful in the early game.
You got that absolutely right Flash3113. I have also thought about replacing the The Steed's speed attribute boots with Feather, so it also makes a difference in the endgame. I'm open to suggestions.
A Feather effect would make it similar to Skyrim's Steed Stone, which boosts carry weight and makes equipped armor weigh nothing. I don't know if the second part is even doable in Morrowind, but a Feather effect would stack nicely with other feather effects, like Skullcrusher's (fortifying Strength is actually more effective for boosting carry weight, I believe, but also has the effect of boosting weapon damage of course). Your speed in the game is fine once it's over 50, really, and it's easy to max out, but carry weight is always a problem for packrats like me. It could be an interesting option for Bosmers and Bretons especially, who have the lowest Strength and could use some help for carrying loot without having to drop their entire normal inventory first. Anyway, that's my 2 cents, if you ever revisit it.
