Thanks, works like a charm. Initially I thought the assassins were a nice "free exp" thing to abuse (CASH too bc their sets are worth like 10000+ in total) spawn-upon-rest. That and since I RP'd as a kunoichi this game, well, the outfit makes sense to get early. Anyways... Past LV5+ though they start casting fire and DESTROY ME with their magic. Brutal and unfair. But your mod fixes that. Im grateful.

Hmm, I'm not quite certain this is the best approach to solve economy problems introduced by Tribunal. In fact, there's only three things I'd think of as economy problems:
    1st) Dark Brotherhood equipment.
    2nd) Endless cheap useful scrolls.
3rd) High quality alchemy equipment being available quite early.

Fixing the first issue would better be done by removing the special dark brotherhood armor from most low rank members, replacing the daedric weaponry on the high rank members and limiting the number of assassination attempts; TheDrunkenMudcrab released a mod which changes the assassination attempt to happen just once. This way the dark brotherhood equipment in Mournhold itself should'nt be breaking anything on low levels, but maybe a bit on high levels, when more high rank members spawn. But I fear at that point most people run around in glass or ebony equipment anyway.
The second issue I could think of is rather a gameplay issue as paralysis scrolls with damage are super powerful and can be used to get artifacts and daedric weaponry on level 1. Just thinking of the daedric Dai-Katana in the Dren Farmlands. But that's less about the price of the scrolls and rather the limitless supply... one really should make a mod which cuts that down to e.g. 12 scrolls in total, so it's very advantageous for the low level adventurer, if he happens to find this opportunity.
And the alchemy equipment should be quite balanced aswell. There is two high level npcs watching them, so stealing those items will be a hard or risky task. You could buy them, but you'd need plenty of drakes for that. Also, everyone knows about the master equipment in Caldera, so I wouldn't worry as much about the grandmaster equipment in mournhold shops.

In fact I see worse economy problems in the main game: Traders which are horrible at mercantile (other than those in Tribunal) and the creature traders for obvious reasons. Selfmade fortify mercantile spells. Daedric, glass and ebony weaponry on dremora and golden saints. Soul Gem value. Alchemy, even without exploiting it. One could say: Heck, you know of those things, just don't abuse them! – but same applies to Tribunal's weaknesses. ;)

If you thought of other economy issues I unfortunately weren't aware of or totally forgot, feel free to tell me!

I think this mod won't solve economy issues. But it's surely a good pick for anyone who's never going to play Tribunal and just needs it for mods, as you said yourself. :)

To fix Tribunal you have not only "fix" Dark Brotherhood equipment, but fix everything else:
      * Dark Brotherhood armor is a middle-high grade light armor starting from 1 level. You may suggest to do dozens and less powerful mini-versions of it, right? Ok, it will take 10 hours.
      * Fix goblins weapons: +10 hours
      * Fix quests rewards: +10 hours
      * Fix prices for artefacts: +5 hours
      * Fix loot in houses: + 15 hours

If it would a simple task as you think, somebody already could fix it. I do not wish to do this by one more reason: I was satisfied by accomplishing Tribunal twice. All next attempts to replay it was too boring for me. The main problem as I see is quantity and frequency of attacks, I saw the mods here, which try to fix these issues. But they are incorrect. Either they not fixing frequency, either they not fixing when attacks start. Even on 25+ level the loot from DB is additional high quality loot, which is easy to obtain.

Sorry, there are a lot of role-play options where Tribunal and its prices do not fit in the Morrowind world. It is good to enable this DLC at level 30+, when you done everything and just wish to see a good movie. But such happens only once in life :)
