I mean it technically works with openMW,  running it on my server.  It summons a sorcerer rat. lol

Works fine for me using OpenMW-0.47.0-win64.exe and latest version of Morrowind GOTY Edition from Steam. No MWSE was required. ¯\_(?)_/¯

The spell is not appearing in any spell vendor's inventory for purchase
I downloaded Merzasphor's MWSE Update following the link you mentioned, (0.9.5-alpha.20171114.7z
) is the file name i downloaded then extracted the contents into the game directory. I disabled the MGE XE MWSE and i oped the game with the MWSE Launcher.exe that comes with Merzasphor's MWSE Update. I have also enabled the mod in data files but still i am unable to buy the spell
    help?

Never mind, the problem is fixed. only the mage in balmora Estirdalin seemed to have the spell for sale
I have the spell and it works :)

Works without problems, probably the best version of this concept. BTW to anyone reading: newest MGE XE is compatible with this mod as it is, you do not need to tamper with anything!

What script do you use to open the spellmaking window?

Any mod requiring MWSE (Morrowind Scripting Extender) is obviously NOT yet compatible with current OpenMW
[EDIT]the original mod by Manauser could be compatible though

Great mod! I will say to use it with openmw, hilarity will ensue.

May I say it was very clever of you to use a rat as the spellmaker XD

So, what do your stats need to be to successfully create a spell with this mod?
I've tried pretty much everything, even making sure I had a 101% chance of making a spell, while setting the parameters to 2 duration, 2 Damage and I STILL failed. The entire cost of that spell was 36pts, and the CHANCE of it being successful with making that spell was 101%

I've tried every combination of Chance/Success and have always failed making a spell

I'm failing making a "TARGET" spell with a 2 Damage, for 1 second, with a 101% CHANCE OF MAKING THE SPELL.

    What's going on here?

You should be able to make basic spells with your starting stats. The stats I tested with in the screenshots were 30 Destruction and 40 Intelligence with a 10pt Fire Damage spell, which give a spell creation chance of about 40%. The Spell Chance value in the window is the normal chance of casting the spell, and unfortunately there's no way to change that value to be the creation chance that I know of. The Spell Chance value doesn't take your fatigue into account, so with full fatigue the cast chance is 25% higher than that. The spell creation chance is 50 points less than the spell's casting chance, so with a Spell Chance of 101% the spell creation chance should be about 75%.

Not sure why it isn't working for you. Unfortunately I don't have access to my computer with Morrowind to test this and won't for another week or so. Only thing I can think of is to make sure you have Merzasphor's MWSE Update, not just the MWSE included in MGE XE, that the internal MWSE in MGE XE is disabled in its settings, and that you are running Morrowind through the file "MWSE Launcher.exe" that comes with Merzasphor's MWSE Update.

Is this based on your base level of magicka or can you cheat with fortify magicka/intelligence potions?

Fortify Intelligence potions/Fortify Skill spells will increase the chance of success, so yes you can cheat with them if you want.
