Now I am no expert in using the construction set (CS), I literally downloaded it just for this purpose. Looking at the ".esp" file in the construction set you can see the value for all the staff's enchantment levels. I compared other weapons enchantment values to the uesp wiki "https://en.uesp.net/wiki/Morrowind:Base_Weapons" say an Iron dagger.
Iron dagger enchantment value in CS=20 and according to the wiki the value of the Iron dagger is 2, this is the same for any other weapon you compare. I guess the value is divided by 10 from the stat on the weapon in the CS? Now I don't really know what this value really means with the exception the bigger is better.
Yes thats right its a multiplier - there is a guy who made a totally broken "enchantment multiplier changer" and by moving that decimal point it goes absolutely nuts....
I second that we could use a list of specific changes, but I think this is probably just a tweak in a couple of specific values...? For Morrowind Rebirth specifically, it modifies a lot of script, I'd assume you could try to put in behind it in the load order and see if it works but also I doubt it, Rebirth seems incredibly controlling and nerf-happy for mechanic and value changes.

Now let look at the base staff's
Wooden staff wiki=7 Updated value- 700/10=70
Steel staff ?wiki=7 Updated value- 900/10=90
Silver staff ?wiki=5.6 Updated value- ....=110
Dreugh staff wiki=6.3 Updated value- ....=130
Glass staff ?wiki=4.2 Updated value- ....=200
Ebony staff wiki=90 Updated value- ....=900
Daedrick staff wiki=21 Updated value- ....=1200
As you can see the staff's got a huge buff, I haven't tested how strong of enchantments you can get in-game. I hope this helps!
