Ah my bad, you only install one of the plugins. "No VFX" refers to removing the special effects as seen on the "Grona's Angel" morningstar in the first image.
You will use the "No VFX" plugin if you do not like these effects. If you do like them, just use the normal plugin.
Hello. There are two .esps. What are the differences between them? Besides in the readme it's mentioned to use this mod with some kind of merger - what's that?
Oh hey! Okay so it's been a while BUT if I remember it all correctly, one esp is has the option of replacing the mace that the ordinators use with a different looking ebony mace so the original mace can become the ebony morningstar. As for the merger, if you use Wyre Bash (or Mash, there's a different one for Oblivion and Morrowind) you can do a "leveled list merger" which will do a lot in enabling you to find these items in the game. As I remember, the leveled list system in Morrowind is pretty picky and sometimes they overwrite each other (if you're using other mods that use leveled lists) which the leveled list merge fixes.
Maybe late answer, but it could be helpful for someone else: for merging leveled lists in Wrye Mash, just search for "Create Mashed Patch" in the menus above (don't remember now which of the tabs, but shouldn't be hard to find!), click on it and a new "Mashed Patch.esp" should get created. Load last in your load order. Merging leveled lists is only one of its functions, though. Check this super easy pictorial guide from Danae123! https://danaeplays.thenet.sk/wrye-mash/ You can find more infos on Wrye Mash and how it works on the nexus page of WM Polemos Fork 2020 here on the Nexus.
Hey, thanks! The vanilla textures are a keeper for me as I cannot go higher than anything else haha, nice to see more than myself also use them (or perhaps I haven't looked around enough).
It lloks like the textures are vanilla textures. You don't have to package the textures. It more likely overwrite any texture replacers people might be using.
You can use TESFiles for packaging mods. It automatically packages all the required meshes, textures etc needed, leaving out vanilla meshes/textures etc.

The readme says nothing about the difference
