Rain splashes should appear here and there around player when it is raining.
Not nearly as good, but inspired by Isoku's Skyrim mod.

set ab01rsOff to 1 to disable,
set ab01rsOff to 0 to enable


debugging console commands:

set ab01debug to 53
changes Bitter Coast Region weather to 5 (thunderstorm)

set ab01debug to 52
changes Bitter Coast Region weather to 4 (rain)

set ab01debug to 51
thunderstorm rain splashes regardless of weather
