There is a problem with the .nif file: When opened with a nif editor (NifSkope): the line "Tri shield_royal 0:1" > material 26, should have as texture path "textures\TX_A_Shield Emblem.bmp" and not "textures\Shield Emblem.bmp" as it says now.
A workaround without touching the .nif file is simple: * Go to the following folder in your Morrowind installation folder: \Bethesda Softworks\Morrowind\Data Files\Textures * Find and COPY the file Shield Emblem.bmp * Rename the copied file into TX_A_Shield Emblem.bmp
