He's a tall Altmer inside the arena in the bleachers section. I don't remember the exact times since it's been about 15 years since I wrote that script but he's there in the evening sometime.
I'm not sure if anyone still looks at these comments, but where exactly in the arena is the vendor? I've been looking over the course of a few game days, and I'm pretty sure I've covered every level but still haven't found anyone. I've got the weapon version from the khajiit trader in Balmora, so I'm sure the mod is working fine.
once i have my lute how do i play it? i got one from the khajiit trader in balmora but i just kinda hold it in my hand and when i draw my weapon thats exactly what i do...is there something im missing?

I just play Oblivion. Modding takes up too much time. =p
There are some Lute mods available for Oblivion though. I don't have the links right off hand, sorry.
