The Kelp has been recreated a bit (credits to cane1314):
* vanilla height
* more performance friendly
* better positioning and thus also less clipping into other objects -
Changed a rare few grasses or edited colors/saturation
Reeds.esp has been expanded upon - more placements around the map and a few other water plants can also be seen in various places

my version of underwatereffects.fx. this has a blue hue, and the distant fog is also blue'ish instead of white/grey like you get with the original. see screenshot
you should edit the fog end in MGE for underwater if you want it to look like in my image.
