fig00r may not care about this any more (after all, it's over seven years ago that he made his comment), but in case Famix or anyone else does, the mod is not deleted. It's for Morrowind, and still available right here on the Morrowind file site.
When Morrowind and Oblivion were split into separate sites, it left many Morrowind threads stranded in the Oblivion forums. The file ID numbers didn't change when the URLs did, though, so any time you find Morrowind mods referenced in the Oblivion section, you can always just add the correct number to the end of http://www.nexusmods.com/morrowind/mods/........ and if the mod's still up, it'll take you to it. Same goes for finding a Morrowind mod still listed on Oblivion Nexus...

On another note, mod doesn't work for GOTY edition.
