First for everyone who's isn't working. Re-do the whole process and make sure to "Save" the file after changing the steamid. Secondly please make sure you changed the character name and palico name. Make sure to "Save" before entering the game. To address the game crashing at quest rewards you either A - Play online and when the monster is killed disconnect your internet/wifi to prevent freeze. or B - Play offline and it'll play like normal.
For option A you can play online with friends/Randoms just make sure you disconnect before accepting any rewards. If the mission is failed/monster is captured/killed just disconnect wait until you see the "offline" messages then go ahead and start accepting the rewards/quest ending stuff. Then reconnect either at the hub or after you see the "offline" messages.
working, thanks. also a easier alternative for editing the steam id is the save editor mod (https://www.nexusmods.com/monsterhunterworld/mods/5995) there you can also edit the char and palico name. Also for those wondering the recommended trainer has a infinite char edit voucher option so you can edit on the main menu.
Hello , the base game works perfectly , however i have no iceborne items. I had to restart iceborne and i have no items nor quests completed. Somebody please advise.

what you have to do is using the MHWI editor.exe.
you can find it searching the key word 'save'
