Certainly, you can look in the credits to see what utilities I used and Ill write a short step-by-stepish guide here.
You will need MHWNOCHUNK and MHW Editor to follow these steps, they can both be found on nexus. MHWNOCHUNK needs a specific .dll to function that you can download from the posts on the MHWNOCHUNK page. It is a google drive link.
First you have to find the name of the file you want to edit. I dont know of any easy way to do this so I can't really provide assistance there. Once you know the name of the file you can look up its location on MHWEditor using the page and magnifying glass icon in the top left of the MHWEditor window. Once you find its location you will notice it is in a particular chunk. If for example i wanted to edit charge blade's motion value data I would look for wp09.col and MHWEditor would tell me that its under ChunkG3.
Once we have our chunk we open MHWNOCHUNK and extract the file from the game data. Open the application and then navigate to your MHW installation there will be a chunk folder with several large files. Drag ChunkG3 to the application and it will be imported into it. You will see a navigable folder in the top left of the application. Go to the path specified by MHWEditor to find your specific file, once you find it, check the box next to the file and hit extract. Then choose a folder that you want to extract the data to. Since its just one file this should happen almost instantaneously.
Once you have the file extracted you will go back to MHWEditor and click open then select the file that you extracted. From here you should see a variety of values listed in rows and columns depending on the file you selected. MHWEditor has been made as user friendly as possible to detail what the function of each parameter is, but if its not clear you will have to research yourself by editing the file. Once you have made edits to the file you must install it like you would any other mod. Go to the folder named chunk that you extracted and then move the folder inside of it which may contain other folders that will finally contain the file you edited. You will move this folder from the chunk directory to your nativepc folder in MHW. Then you can launch the game as normally.
I really like the mod for Elemental CB and for the Guardpoints but sadly is does not change anything about the SAED damage and the thing with SAED is that it's complete and utter trash in IB since everything does more damage compared to the SAED. Savage Axe is just a better choice no matter what and I thought that mod would kinda fix that but sadly it doesn't.
Not to my knowledge. That Switch Axe attack works by making a hitbox and allowing it to tick a number of frames, in this case of the mod changing it from 15 to 5. Charge Blade doesnt have any such code, so it would require a script which takes more effort and knowledge than I have.
Is it possible for you to adjust the damage of Impact phial SAED, and make it go back to the early edition of MHW?(the damage not mainly depend on the natural ATK of weapon ,but depend on its final ATK)
Pretty great mod! Though have you thought about *maybe* making it so the impacts are all in 1 place rather than cascading? I know a mod like that used to exist but it was taken down or made private. That alone made the CB feel much better and consistent in terms of damage output. since less phials got wasted.
1 year later but i think he meant the mhgu charge blade saed mod this is the mod i think youre talking about https://www.nexusmods.com/monsterhunterworld/mods/5564

This is my all time favorite mod and I was hoping for something similar in the Charge Blade. Any help would be appreciated.
Anyhow, I unfortunately lack the knowledge to make that mod.

I patched a bug regarding impact phial guard points not doing the correct amount of damage.
